The Southeastern Tourism Development Committee (SETDC) is a local civil society group whose mission is to develop tourism assets and the tourism destinations of the southeast through capacity building of local guides, marketing, and by attracting and aggregating technical and funding assistance to the villages of the region.  

The committee was founded in 2000 by Sam Raphael, the owner of Jungle Bay Resort and Spa, along with key stakeholders from the surrounding communities, as an unprecedented program of community sensitization to the development of the Jungle Bay property. The SETDC, now a recognized NGO which has since been replicated throughout Dominica, helped prepare displaced banana farm workers from the community for construction jobs at Jungle Bay as well as local farmers and fishermen to develop the capacity to meet Jungle Bay's future demand for organic produce and fresh fish.

To date SETDC has grown and is recognized as one of the leading NGO's in Dominica with ongoing projects in site & trail development, school based environmental awareness programs, a sea turtle preservation project, tour guide & entrepreneurship training as well as a range of cultural activities.

The SETDC is currently working with the World Heritage Alliance to help develop sustainable tourism assets for the southeast region, and also serves as the liaison with tour operators, hotel and lodging owners, and other stakeholders in tourism to promote market growth for tourism in the area.
